Jay oversees the Agency’s Residential Program including Copson House, Hubbard Group Home and the Byron Group Home. This program serves children ages 5 -13 who have been removed from the care of the parents or guardians and placed in St. Catherine’s care to heal from the immense trauma they have experienced. Additionally, Jay oversees our Case Management and Staff Development departments.

Prior to joining our team, Jay had already accrued 30 years of experience working in Child Welfare. He worked for Ulster County Department of Social Services as an investigator for Child Protective Services and served in many different roles at The Children’s Home of Kingston, including Director of Residential Services, Director of Quality Assurance and Staff Development as well as Chief Compliance Officer.

Certified by the Cornell Residential Child Care Project, Jay served as a TCI Trainer for 23 years and has vast knowledge in and experience with crisis intervention techniques.

Throughout his 30+ years of services, Jay has become very familiar with New York State Office of Child and Family Services regulations and has worked closely with various oversite agencies to ensure compliance throughout his career.

Jay holds an Associate in Science from Ulster Community College and a Bachelor of Science in Human Services Management from Empire State University.
